The BBC Arabic was camped out in front of Buckingham Palace waiting for the news of the new arrival. The lady is the reporter, Rima Shnoon. The guy back in the studio asked her, why exactly are Arabs so pent-up with interest and suspense over the new birth in the British royal family, but unfortunately, I was too busy trying to get a good screenshot to hear her analysis of the question.
So in case you'd ever wondered, now you know that Arabs are fervent monarchists - or at least enough Arabs to warrant sending reporters over to cover the show.
